Article Five
THE COUNCIL OF JUNKERS
5.01
Every household recognized and organized by the Imperial government shall select for themselves a representative and head of household, who shall be granted the title of Junker.
5.01.01
No citizen may be forbidden from serving as a Junker due to age, ethnicity, race, gender identity, economic status, sexual or religious affiliation.
5.01.02
Both Kings in the Empire shall serve as the Junkers for their Households respectively.
5.01.03
Junkers shall serve for life, or until they retire, at which point the households policy on succession shall take effect.
5.01.04
The Kings in the Empire shall appoint a Head of the Council of Junkers and be responsible for keeping Council meetings organized.
5.02
All Junkers shall be organized into a Council of Junkers, whose duty shall be to determine the constitutionality of all legislation passed by the Kings in the Empire.
5.02.01
Should any Junker determine it necessary to consider a law’s constitutionality, or should a judicial decision regarding the law be placed for review by the Council, the Council shall meet together to discuss and vote upon the constitutionality of the law in question.
5.02.02
Voting on constitutionality shall run on a simple majority.
5.03
Though the power to appoint judges shall remain with the Kings in the Empire, all judicial appointments shall be approved by the Council of Junkers through a simple majority.

The Council of Junkers to deliberate as the supreme legislative and judicial body.
