With 2019 now here, my administration feels it is right and proper to proclaim before this assembly and the world, our aims and goals for the new year. Many will recall that 2018 had no resolution issued by my administration at the time, and this was intentional.
As far as I was concerned, the aims of the resolution I issued in 2017 were still unfilled last January, making it improper in my mind to issue a new resolution in the one preceding it remained largely unfulfilled, through no one’s specific fault except bad luck. I’m happy to say then, that the accomplishments my administration and this body made in 2018 almost require a new resolution.
With the passage of the Constitution and the admission of the Confederation into the Grand Republic of Delvera, the provisional government that I was tasked by the Emperor to lead has been put to an end, quickly being replaced by new cabinet positions to better guide my administration through provincial governance, growing governmental patterns and habits born by rule of law rather than the whims or necessity of men, and a structure that is quickly establishing its strengths and revealing its weaknesses.
But our government and the Constitution designating it so are still very new. As we continue to advance this experiment called the North American Confederation, it may come about that more reforms, amendments, and modifications may be required.
If my aim for 2019 could be summed up in one word, it would be debugging. With every new piece of legislation, every new effort and policy; we will uncover the bugs within our system, and I shall endeavour to produce legislation and policies to repair and improve those bugs when they appear.
My goal for this year, first and foremost, will be ensuring that this experiment continues to grow and advance, becoming ever streamlined, efficient, and compassionate to those who truly lead it; the people of the Confederation.
But my goals for this year contain not only a conviction towards the principles of sound reform, but aggressive support for expansion. In years prior, my aim has been to circle the wagons; to protect what we have and keep it safe and secure while we get the foundations beneath our feet secured.
That time has come to an end. The foundation has been set. The pieces are in place, and now my mind moves to taking on the world and raising our nation to heights only ever dreamed of by others of our nature.
The founding of the Imperial Bank, and the efforts of our private citizens to establish new enterprises has already begun the process. It is therefore my aim, within this year, to establish complete economic solvency for the North American Confederation. By the 2020 Prime Minister election, it is my hope that the North American Confederation will not only be able to compensate all government employees and pay off our monthly taxes to the Grand Republic of Delvera, but also be able to completely pay off all outstanding debts that our nation has accrued and will continue to until solvency is achieved. It is my hope that the NAC be a nation run on surplus, not deficit.
As stated earlier, such efforts have already begun. But for true success in this venture, what we will truly need is an active citizenry. The citizens we have now are extraordinary and continue to amazing things everyday. But the success of the NAC demands more.
With that in mind, it is my goal to launch a strong immigration and naturalization drive for the North American Confederation. We need strong bodies and minds to want to contribute to this amazing entity we are constructing. So I will initiate policies and programs to not only spread the word on our nation, but also generate programs to motivate citizenship and activity amongst our population. It is my hope that by the time we speak again, our population of citizens will have doubled or tripled from our current list of residents.
While this might not sound impressive, a 100% increase in a single year would be an incredible accomplishment for our nation. An accomplishment I will endeavour to achieve and, luck willing, surpass.
I love the North American Confederation. I love all that we have accomplished and all that we will accomplish. Never has the future seemed brighter for our people. Never has the pipe-dream of micronations seemed so within our grasp as it does at this very moment.
It is time now for the North American Confederation to move beyond the drudgeries and spectres of the Interregnum and Provisionalism and rise to its proper place at the seat of micronations. Not only as a strong and proud member province of the Grand Republic of Delvera, but a noble and glorious state in its own right

This is my annual resolution to year, and with luck and your continued support of my administration; I shall not falter in my goal of achieving it.
