Immigration and Naturalization Policies
The following are the immigration and naturalization policies and procedures for the North American Confederation, as established under the Immigration and Naturalization Act.
SPONSORSHIP REQUIREMENTS
All individuals seeking Applicant Status must be sponsored by either a Full Citizen of the North American Confederation, or a current government official from another province of Delvera or the Confederal government of Delvera.

APPROVED REGIONS

Citizenship is restricted to only those individuals who reside within territories or regions designated as appropriate under the Immigration and Naturalization Act or any other associated law.
The regions in question are defined under two categories: proximity regions (based on their proximity to present population centers) and historical regions (based on regions where their is historical relevance to the Confederation or ancestral nations). Citizenship Classifications |

Citizenship in the Empire is divided into three categories:
- Full Citizenship - Those individuals who have completed the naturalization process, as laid out in the Immigration and Naturalization Act, or were otherwise grandfathered or born into it.
- Residency - Those individuals who have not completed the naturalization process but reside with a Full Citizen. These individuals do not require sponsorship (see below) to seek Full Citizen status.
- Applicant Status - Those individuals who have begun the naturalization process but are still undergoing all of the requirements. These individuals are granted a few citizenship benefits provisionally on their eventual Full Citizen status.
Full Naturalization Process
Fill out Application & Sponsorship Approval
All prospective applicants must request a citizenship application form from the Office of the Interior. The application must be completed in full, including contact information for the prospective applicant's sponsor.
Once the application has been verified and the sponsor approved, the prospective applicant will be given Applicant Status and moved to the next step.

Applicant Interview
Within 30 days of the verification of their application, all Applicant's must undergo an interview with a member of the Ministry of the Interior or other qualified government official, as laid out in the Immigration and Naturalization Act.
This interview will be performed in-person (when practical) or through online media platforms. Following the interview, the interviewer will either approve or disapprove of the applicant. With the applicant is approved, they will be instructed in how to proceed on the next step of the process. Disapproval or failure to hold interview within the required time will require the applicant to reapply their application form. For security purposes, all Applicant's under the age of 18 MUST be accompanied by an individual over the age of 18, not including the interviewer. |
ANTI-DISCRIMINATION PROMISE
If, at any time, an applicant believes they are being discriminated against during their naturalization process, they can send a complaint to the Occidian Government for immediate investigation.
Their naturalization process will be placed on hold until said investigation is complete, though they may not complete it. |
Citizenship Course
The final step for any Applicant will be to complete the government-sanctioned Citizenship Course, available at any recognized or approved educational institution.
Until such a body exists, it shall upon the Office of the Interior (Occidian Government while the position remains vacant) to ensure that all Applicant's are educated in the history, politics, and rights of the North American Confederation.
When the associated office believes the Applicant is ready for Full Citizenship, that office will register the Applicant as having completed their naturalization process and begin the process of filling out their Delveran or Karno-Ruthenian citizenship (if such citizenship has not already been completed).
Until such a body exists, it shall upon the Office of the Interior (Occidian Government while the position remains vacant) to ensure that all Applicant's are educated in the history, politics, and rights of the North American Confederation.
